3. There is a big gap between the overall tooling level and foreign advanced enterprises, and the research and development ability of new products is weak. Compared with foreign countries, the performance of high-end products lags far behind, and can only meet the demand of several pillar industries of automobile, aerospace, machine tool, bearing, locomotive, vehicle and ship by 30%. Most of the products export maintain the traditional low-grade taste, and the average export price is only 1/10 of the average price of imported products. Especially for some high-precision special-purpose products, only a few enterprises in foreign countries can produce them compared with domestic ones, which leads to a benign competitive environment. Some enterprises depend on the product formulation in the 1970s and 1980s to survive, and few or no technological improvements have been made, which will make it difficult for them to survive in the post-crisis era and inevitably be eliminated by the market.

4. The lack of high-quality talents for the development of the industry, and strengthening the training of high-quality talents, is one of the most pressing problems for the industry enterprises.
